I recently got a blog locked on Blogger - I had been playing around with templates and apparently the automatic Spam detection on Blogger kicked in and locked my blog for suspicious behaviour - so I'm pretty much up2date on "how to unlock my blog on Blogger"
If your Blogger account gets blocked for some reason it will be listed in your dashboard, from your dashboard you can request a review and (hopefully) get your blog on Blogger unblocked again.
Blogger deactivates Blog account automatic if suspicious behaviour or repeated posting suspected to be spam occur - see also Blogger Help - Why is my blog disabled?
If for some reason the initial request for reactivate of your blog account on Blogger does not work; Try this Blogger spam appeal - requesting a manual review.
Obviously only appeal if your blog account is still locked after a couple of days from the initial request for review.
